Summary Findings from Human Rights Center Observers in the Second Round of Local Self-Government Elections

On October 30, HRC is monitoring the second round of local self-government elections at polling stations in Kutaisi, Telavi, and Rustavi with 9 observers.

Municipal Elections 2021 – Most election violations were observed in Marneuli district polling stations 

 In the last few hours of the October 2, 2021 Municipal Elections the situation got tense in several polling stations and incidents were observed that undermined the peaceful and fair election environment on the Election Day. The PEC chairpersons created obstacles for the HRC observers when they wanted to register complaints. One of the HRC observers was unlawfully dismissed from the polling station. The miscarriages and violations were observed during the counting process too.

Municipal Elections 2021 – Initial Evaluations by Human Rights Center 

In the last few hours of the October 2, 2021 Municipal Elections the situation got tense in several polling stations and incidents were observed that undermined the peaceful and fair election environment on the Election Day. The PEC chairpersons created obstacles for the HRC observers when they wanted to register complaints. Now, the HRC observers are monitoring the votes counting process in the polling stations.

Following the Application of HRC, the Court fined  the Mayoral Candidate and the Chairperson of the Election Commission with GEL 2,000 Each

Tetritskaro District Court granted the complaint of HRC and held the chairperson of the polling station N23 of Tetritskaro election district N26 and Tetritskaro mayoral candidate from the Georgian Dream party as offenders fining them with  GEL 2,000 each. The court also found 5 members of the same precinct election commission as offenders and issued a reprimand as an administrative sanction against them.

The Strasbourg Court received another application related to the events of June 20-21, 2019

The European Court of Human Rights has received another application prepared by HRC related to the events of June 20-21, 2019. The case named Berikashvili v. Georgia has been registered with the Court. The citizen affected during the dispersal of the demonstration by the Ministry of Interior requests the Court to find in his case the violations of Articles 3, 10, 11, and 13 of the European Convention.
